760 sputters the first few times it's started whether hot or cold. 700 1988

i think it's running lean, pulled the plugs and it appears to be lean. changed the fuel pressure regulator, spark plugs, air filter and some vacuum lines. what could it be? fuel filter? mass air meter? or the O2 sensor?
