1988 Volvo needs more help 200 1988

First off thanks to all that replied earlier (Feb 15 - 1988 Volvo needs help). We did not get it to pass emissions for my daughters birthday but are well on the way (I think).

One of the most common suggestions was to look at the air supply tube for holes. Low and behold there were numerous between the AMM and throttle body. I have a replacement and am getting ready to put it on but noticed the throttle plate (right inside the assembly) looks terrible - sort of like the inside of a chimney!

QUESTION (finally) - can I use a Throttle Body cleaner to clean this? Should I remove it from the car and clean it that way? Is this something that will help my HC and CO levels?
