Power windows fuse (#10) blows out repeatedly. 200 1983

All 4 power windows on my '83 240 GL stopped working recently and I saw that the fuse (#10) was blown. But every time I replace it and turn the key in the ignition, the fuse immediately blows. It blows so hot that you can see burn marks on the fuse body. I stuck a 25A in there and it lasted a minute before burning up too.
What should I inspect for a bad wire or relay or short?
