Engine cuts out at a particular RPM. 200 1989

First time post. Thanks in advance!

Intermittent problem:

My 89 240DL wagon engine cuts out at what appears to be a particular RPM. It does so regardless of vechicle speed or gear. Without changing throttle position the 245 slows as does the RPM and then the engine begins to pull again untill it reaches that consistant, but unkown RPM.

When the problem is present:
Vechicle at a stop, in neutral (manual), holding the accelerator steady. The engine will "rev up" until it hits the magical RPM and then cuts out until it slows down and it will pick back up. It will continue to cycle regardless of humidity and temp.

Starting off in 1st, the 245 will "buck" as the engines revs up and down, cutting out and in. If I upshift (lowering the RPM's) the cutting out and in cycle continues but, is lengthened.

REF only: unkown if related.
Fuel pump relay was replaced.
Fuses checked.
Check eng. light on.
No codes present at "diag module", but led works when 12v is applied.
additional braided ground added between chassis and engine.
