High pitch whine ?? 200

I have a '90 240DL wagon that I bought last December.
About two weeks ago it started to make this high pitched whine that starts at about 45mph. It is constant with the engine speed, accelerate it accelerates, slow down it slows down. It comes and goes and always between 45 and 60 mph.
All belts have been checked for correct tension and wear.
Any ideas?
