Battery Bubbling Over 700 1986

After I drive a short distance and open the hood I hear bubbling sounds from the battery and I see evidence that battery acid has dripped down from the battery.

Perhaps related or unrelated, when I drive at night I notice that the headlights and dash lights vary in intensity and sometimes the heater fan motor varies in speed.

Does this mean that the voltage regulator or the brushes are bad? I checked the brushes and they were pretty low.
