86 740 GLE weak or no spark from coil wire 700 1986

replaced coil, hall effect, EZ117K, and wondering how to test the power stage.
This car has sat in the volvo spec. shop for two months and I finally decided to repo and give it a go. With key in run pos. 12vdc+- on coil with with key in run position and constant -12vdc from pin 1 of power stage. Help Please!
