Power seat not working in forward 900 1994

I am trying to fix the drivers 8 way powerseat in my 94 volvo 960 wagon. Everything works fine except for forward and down. I cleaned all contacts on the controls and when that failed I pulled the 8-way controls and swapped them with an identical unit from my 97 wagon but that had no effect! However, The memory buttons are preprogramed with the seat in forward and work fine!!! That is, while I can't get the seat to go forward with the forward button I can get the seat to go forward if I press a pre-programed button. What gives?

Also, I took the seat out and all wires look good. Any Ideas???
