Intermittent loss of power/fuel system question 700

Hi all.. After experiencing some fuel system problems on my 89 760 Turbo/Int and figuring out the regulator was bad, I seem to have a new problem. Due to a poor idle, and noisy fuel pump, I ended up replacing the primer pump, main pump, fuel filter and regulator..
Approximately a week after doing this the car began acting up. Each morning when i start the car and take off, the car surges badly and spits and sputters the more pedal is applied. I can turn the car off, and immediately restart and it is running perfectly. To do a little checking myself, one morning i started it up and drove around the block, sure enough it was sputtering and had little power. Assuming a lean condition, i returned to my house, left it running and pulled the return off the regulator, it was trickling fuel out. (I know this is dangerous and I don't recommend it). Then i shut the car off, restarted and pulled the return off. Fuel came gushing out.. I also noticed the main pump humming which i did not before.. This leads me to believe the car was running on the primer pump alone until refired. Could a relay cause this problem or would neither pump work if the fuel pump relay was bad?
Please advise. This is my work car and i need to get it straightened out.
