'81 Turbo

I've got the intake manifold off to replace the wiring harness, vacuum hoses, injectors and sensors and to generally clean house. Got a question about the CPR. I'm not familiar with this device and the Haynes manual isn't any help, they devote an entire paragraph to it! There is a short hose clamped to the top which turns straight down and is not connected to anything. What, if anything, should it be attached to?
