Rear seatbelt 200 1981

The rear seatbelt in my '81 wagon has problems. It does not pull out easily. It will begin to extend but then the rachet? that locks it in positionin event of a crash engages. So I let it in a little and pull it out a little more, in out in out slowly until I have enough to belt my kids in. Even if I pull slowly it does not like to come out in one motion. Before I pull it out to play with it, is this something I can fix or do I need to go to the wrecker to get a used one?
