Speedo slow to work. Also changing instrument panel. 700

Ok, for a little while now the speedo in the 87-740 has needed a few miles before it would start to register anything besides 0 mph.

Im wondering if this is a speedo, or a sending unit issue?

Today I returned from the wreckers with an instrument cluster from a 92-740 that destroyed itself while protecting its passengers. It did a good job to.
Since the clock is not working on the 87s speedo, figured I might as well change it.

The wiring on this panel is slightly different, especially in regards to the speedo. I got it installed. Everything works except the speedo.

Has anyone else done this swap? What wiring alterations do I need to make for this thing to work? If any.

Also before I got it hooked up good, the blue wire touched the red wire with the key on. Could I have fried something?
