surging idle but only when I press the brake pedal 200

I get a surging idle when I press the brake pedal on my 93 240. check valve at the vacuum booster and hose into intake seem OK.

is this a sign of a leaking / faulty booster? How can I be sure and what does one cost?

the surge rate is a little slower than a turn signal and engine will often stall out from going so low.
