rotors or strut rod bushings? 700

I have an 88 745 that has a shudder in the steering wheel(mostly) and in the brake pedal when braking on long downhill runs (Colorado has some of that). I have thought that it must be slightly warped rotors and because I get none of it driving around town haven't done anything about it....now I'm wondering whether the problem isn't primarily due to strut rod bushings? Any thoughts?
