Turn Signals Not Working - HELP 700

The turn signals on my 87 740 sedan don't work.
Hazards do not function as well.
They were working intermitently and now they don't work at all.
Don't really know where to start.
Would like to try and fix it myself before going to a shop.
I don't have any manuals or wiring diagrams so any detail troubleshooting
advice would be greatly appreciated.

(I've had an electrical problem with the car since I've had it were the instrument panel does not work when the headlights are on and the car is cold. All gauges (except temp) do not work, no ilumination of the dash, and both turn signal indicators on the dash are lit.It comes back when the car warms up although it seems to be taking longer for it to go away. I'm not concerned about this problem but also not sure if they are related. Usually the turn signals function normally when the problem exists.)
