fuel pumps 200 1985

I have a question what spot on ignition switch should the key be at for the fuel pumps to run,I also have the relay heating up it is new the old one heats up as well the car(240DL)is hard to start and dies in idel it takes 4to9 tries to start sometimes there is no power at the fuse box at #4and#5 fuses the fuse is not blown althow it did blow once but thats it whene car runs it has no power it backfires some times ,sometimes it runs good others it wont start at all sometimes i here no pumps at all not even during start any help would be conciderd great and thanked DETAILER (1985 volvo 240DL 2.0 jetronic 4cyl)
