Oil trap drain hose, why did Volvo think it worth putting there? 700 1992

What is the purpose of the oil trap drain hose and why is there a warning about being so careful with it? I've read the FAQ and visited mikeponte's site and even volvo's reconditioning service manual. One mechanic said that he forces a large screw driver down it to break through the bend and allow oil back in. Seems like cleaning it out via the faq if its plugged makes more sense but what I really don't understand is why there is a hose there at all. What would happen if it wasn't there and the oil just dropped directly from the breather box to the pan?
