Electrical Problem - haywire instrument cluster - couching and sputtering 200 1990

I was driving yesterday and most of the warning lights on the instrument panel started to glow and flicker and about 1/4 intensity. Then it went away, then it came back, then I the car started to lose power (like a bad ignition wire) and cough and want to die....at the same time my speedo went haywire bouncing all around between 0 and 100mph. Then the battery died, replaced the battery, started up, drove for another day. Then it happened again, I barely made it home, when I go home, the car wanted to die, so I shut off the headlights and this allowed it to idle poorly. Sitting in the driveway, my speedo was doing about 80 and clocking miles off on the odometer!! Also, the tach was dead....but the car was still idling poorly. What the hell has happened to my car!? Now, the starter solnoid does not engage at all. Could all this be a bad starter? HELP!
