rusted out under rear bumper 200 1988

My 88 wagon has about a three inch wide band of rust runnining from left to right along the entire width of car under rear bumper, where the lower chassie seems to meet the upper chassie. You can see it from under the car or remove the bumper (which I have not yet attempted) any advice from the great Volvo collective would be of great help. Thanks Glen
