Stereo wiring 200 1988

I am trying to install a new CD receiver into my 240, but I can't get power to it. I tested the wires and found that the wire that supplies power while the car is running is live, but the wire supplying the power while the car is off (for maintaining presets, clock, etc) does not register the required 12V. How do I fix this? I have very little experience in dealing with vehicle wiring.
