seat heaters 92 960 900

my driver side seat heater is not working. i have checked follwing things.

1 fuse is ok and i am getting 14 volts

2 seat heater switch is ok but the bulb in switch is not working

3 i swaped the relay with passanger side(which is working) but no clicking sound when placed on driver seat

4 checked voltage at connector which feeds into relay 13.5 volts

5 checked voltage at connector which goes into seat heater switch 13.5volts

i thought the bulb in the switch is bad so heater is not working but the bulb in passanger side switch is also out but the heater is ok.
