Spare Tire noisey in wheel well any remedies 200 1989

If been jerking around with this for a long time.
No matter how I place the Tire and Jack in the Well and strap it within a few weeks it's squeeking and moving around. I have a rag wrapped around the Jack to deaden the sound and I have a towel over the wheel but it still squeeks and rattles.

Does anyone have any mystery cures for keeping everything in place?

Maybe a picture of how you have it setup would be nice.
