'93 245 starting hard 200 1993

My '93 240 wagon is starting hard, especially when the fuel tank is less than 1/2 full.

It sometimes requires three or more cranking sessions of several seconds before it starts, and I can hear the fuel pump relay clicking off after each round. Then it runs just fine.

Suggestions, anyone?
