VACUUM Gauge READINGS 700

87 740 GLE 2.2LH Anyone ever see readings off manifold at idle? Is it absolutely steady? Have 21hg but have .5 hg vibration. Strong and steady at 2000 rpm. Goes high after throttle release. Have used vacumm gauge to check all hoses and diaphrams but wanted to know what it is supposed to be. I live at sea level. (san diego)
