voltage leakge 900

Is the negative battery post supposed to spark when removing cable?

I was told I had a voltage leakage.

And that I should get a volt tester and check the negative post for flow with the battery cable, while pulling one fuse out at a time, to locate the leak.

Does this sound alright with you?
