Severe Idle Surge When Cold - '89 760 Turbo 700

Greetings,

My wife's 89 760T will start when cold and surge to approximately 1000 rpm, then drop down to almost stalling. This will continue in cycles until the car is warmed up and at normal operating temp.

We have a Volvo technician that ran a heavy gauge blue wire (probably 12 or 10 gauge)to "bypass power, so that you don't have to buy a $700.00 part" about 8 months ago, when the car was exhibiting the same symptoms, which went away after the "bypass".

Any ideas? I unplugged the AMM this morning prior to starting, just to see if I could rule this out, but the car did the same thing. The ignition distributor on the back of the head was replaced about 6 months ago, if that's any help.

Any suggestions / direction is very much appreciated.
