Changing seats in my brick/ discovered major wet driver's floor 200 1980

Hello,
Since I bought this car, it had a musty smell that I never really bothered to locate, dumb!! I was putting seats in today and found the whole left side carpet soaked, I'm assuming its leaking through the windshield, but my question is does it need to be removed to be fixed, or can it be sealed some other way?
