1993 940 electrical gremlins 900

I have a 1993 940 with a strange electrical gremlin. When the headlights are turned on, the right turn signal indicator, the rear fog light indicator and high beam indicator in the dash illuminate and the dash lights don't work.

I think I recall from some previous posts that this could be the main ground for the vehicle. Does this sound like the same problem and is the main ground the one running from the negative battery posts to the frame of the car? What is the best means to make sure this is a good connection?
