replaced all fuses,now I can hear my intank pump humming 200 1986

I just replaced all the old ceramic and plastic fuses with new buss glass fuses.I can now hear my intank pump humming,when I pull the fuse(#5) it stops. Maybe it wasn't working before.I had a leak above the fuse box,and water would drip from fuse to fuse.I McGuivered a "cover" for my fuse box out of a broken door pocket and some marine silicone.I sealed my leaky windshield in the process,so far,so good.
Should I be able to hear the prepump(wagon)? Because I don't hear it on my '87 sedan.
