960 Parking Brake 900

The parking brake in my 95 960 seems to have died. When I pull on the handle, there is no resistance whatsoever - feels like the cable is no longer attached. Any ideas what the problem is? Shoes, or maybe something seized. I am unsure what makes the parking brake work. All ideas welcome.
