How often to repaint a Volvo? 700 1989

89 740 nonturbo...RED. I've had the paint redone 3 years ago after a tussle with a USDA pickup...slight dent on rear passenger panel. Straightened out and had enough to repaint entire car. Nowadays, the paint has nicks and some peeling and blistering. Should I have the car repainted again??
I have a friend who it the instructor in the autobody/paint class at my college and labor will be free. Urethane paint/clear coat from eBay is under $200. Would it be worth it?
