960 Fuel pressure 900 1992

How do I diagnose fuel pumps on the 960? I hooked up a gauge to the fuel rail and I am only getting 10 psi when cranked with the starter. The car won't start and ignition system is good. I hate to change a good pump since they are not cheap for these cars. Any help is appreciated
