91 240 Fuel/Temp Gauge Inop - Fuel sorta works with OD turned off. Any hints? 200

I recently purchased a 1991 240 Volvo with 97K miles. It runs well, but the fuel and tamp guages don't work properly. The temp gauge is always on the dead side (ie, cold). The fuel gauge doesn't register unless I turn the OD off (and then only to the reserve area). Well, one would want to say "off", except that when the little arrow is on, the OD is engaged, which is opposite of what I've had in my other 240s. It works, so unless this is part of the problem, I can live with it.

So... having extra parts, I tried changing the little black voltage stabilizer on the instrument cluster back. Then I swapped out the compensation board. Neither worked. My schematics don't show other common parts to these totally separate guages, so is there anyone out there that has had this similar problem? My local Volvo dealer's mechanic suggested these two items as being a common problem as well, so this problem must lie elsewhere electrically. I have cleaned all of the fuse points. Anything else I can try? My Haynes manual is somewhat vague on the wiring schematic.
