78 242 mushy brakes 200

I bought this car with mushy brakes, I thought they would need to be bled, I did this and there is no change. I can't even lock them up.

Now I'm thinking maybe a bypassing master cylinder. Before I go and buy a rebuild kit or a replacement, any thoughts from the experts out there?
