Cruise Problems 200 1987

The cruise in my '87 Volvo 240 has quit. All of the vacuum lines are good, and the throttle control servo and the vacuum controller under the hood both are good. The brake switch holds vacuum, and is not closing the circuit to disengage the cruise controller. I can only assume it is getting a bad speed signal, and do not know how to check this.
When looking at the back of the instrument cluster, I found 2 male spade ends connected to the same contact (one is connected to a red w/white wire), and a female connector with no wire attached. There is an orange wire coming out of the cruise control unit harness that has a female spade connector (not connected to anything), but it puts out just over 5 volts, and the red wire contact is 13. I can only assume it should not be connected to this connector.
