Amps of draw of fuel pumps 200 1979

I tested the fuel pumps by the IPD catalog method. The pre pump showed a draw of 1+amp which is within specs. However the main pump only drew 6amps when it should have drawn 9amps. Is this a good thing? too many amps of draw shows a weak pump overworking. What does a lower than spec. mean?
