Exhaust replacement 200 1983

I've got 20 year old pipes and mufflers. From the engine to the catalytic converter (Cat) everything appears to be okay. However, from the front muffler back everything is shot. First of all, should I replace the Cat too, and do I really need the Cat besides remaining legal? Also, do I really need two mufflers?
