temp guage fluctuation cold to normal repeatedly (93 240) 200

I did read the thread about a temp guage that fluctuates from normal to hot. However, mine fluctuates from cold to normal - back and forth.

Any suggestions? Do I replace the thermostat? Maybe the procedure regarding the guage and the board needs to be followed.
