Engine falters under accelleration. Changes with restart. 700

The car has a very consistent problem with acceleration. If I floor the accelerator, it just chugs and coughs. I can accelerate at a very slow rate if I barely touch the pedal, but if I encounter a hill, it slows to a crawl, all the way to idle speed.

It has a new pre-pump but the forward pump makes a LOT of noise.

An interesting note: if I turn the car off and restart, it usually goes away for a good while then does it again eventually.

Relays are all good, throttle body is clean, vacuum lines are tight.

Any thing about this sound familiar to anyone?
