Slow Start: Is there supposed to be a check valve in fuel line on Regina? 700

SLOW START: I replaced the fuel regulator along with the in tank pump (someone told me the in tank pump had a built in check valve.) I can't find any check valve anywhere else in the fuel lines. Is there supposed to be a check valve for the Regina system (one pump in the tank)?

I am trying to fix a slow start, but without success so far. It cranks for around 3 seconds before firing. I have also replaced the ignition wires, coolent temperature sensor, plugs, distributor cap and rotor. I wish I could find out what is causing the car to take so long to start before I replace everything and am broke. Any ideas would be appreciated, thanks.
