Seatbelt retractor 900 1993

I've got a 1993 940 and the front passenger seatbelt retractor is stuck so the seatbelt strap will not come out even a litte - the passenger cannot put their seatbelt on. Does anyone know if this is strictly mechanical, or is it possible that some electrical interlock is not being made? I have not removed the cover, looks like it will require a torx type driver.
