A/C won't work when it is HOT outside! 900 1992

1992 Volvo 940 Turbo Sedan

The A/C works fine when the car is first started and as long as it is below 80 degrees outside. The A/C blows cold when I am driving on the freeway, but once I come to a complete stop (at a stop light) the compressor turns off and will not come back on. Sometimes I can get it to come back on, if I turn the temp knob all the way to hot and back until it clicks on the coldesset setting (white dot), but only if it is not hot outside. Can anyone help me out, as it is starting to get very hot here in AZ. Also the system was conveted to Freeze-12 in '94. Thanks!
