Glowing idiot lights 200 1981

Warning lights have been glowing and its time to fix. They glow more at idle and almost goes away when up to hwy speed. Ckd. the brushes and they look good. Have a volt meter in the car, at idle its at 11 or 12 volt at anything above idle and it goes to 15 or 16 volt, which is in the orange, and stays there. I have replaced the single wire to the back of the alternator. Any ideas before I replace the rest of the wiring.
