Front Top brake bleeders don't bleed 700 1986

When I bled my brakes, the rears bled normally and the lower fronts bled normally. But the right and left top fronts did not. No fluid came out. I even backed the bleeder screw all the way out and pumped the brake pedal and not a drop came out.

Does this indicate a problem with the master cylinder?
