Fuel guage is stuck 700 1991

The Fuel guage on our 744 is stuck at about 3/4. I'm having to use the odometer to keep from getting stuck. I have the regina system with only one fuel pump.

The guage goes to E when the car is shut off but rises to 3/4 when turned on.

Is the float in the tank stuck or is this something electrical?

Finally, if it is the float in the tank, can I fix it by going through the hole in the trunk, or do I have to lower/remove the fuel tank.
