High idle and weird whine at low speeds '89 240dl n/a 200

Hey all,

Once again have another problem I'm posting about. I just today replaced my large clock with a large tach in hopes that it would be more accurate then the small one it replaced. It is more accurate but it confirmed my fear, my car is idling at about 700-800RPMs. From what I've read it is suppose to idle at 500RMPs but is definitely much higher than that. Just over a week ago I cleaned my throttle body and tried changing the idle by adjusting the screw the butterfly rests on. After lowering it to the point the butterfly couldn't even reach it anymore I was pretty sure it wasn't affecting the idling RPMs at all. They were remaining at about 700-800RPMs. I also tried adjusting the wire at the top of the pully to no avail. Help!

Another thing that surfaced recently is a whine/squeal coming from my car at 20MPH and less. It almost sounds like a belt whine but I know I'm pretty sure it isn't a belt whine. So far as soon as I pass 20MPH the whine goes away, it's pretty weird. It even does it when decelerating from 20MPH and down.
