hesitation, and backfire when cold 200

My '86 wagon has an intermittent problem. The first ten minutes or so of driving, it will hesitate and then backfire sometimes. I found a few holes in the air intake and fixed them, cleaned the throttle body and replaced the air filter, and it still happens sometimes. Could it be the airbox thermostat? I have the preheater hose removed. I have checked all the vacuum lines visually, and don't see anything although a small leak may not be visible. Car runs fine after warming up a bit, ideas?
