Ratching NEW Strut Mount Bearings? 700 1987

The front springs now makes noise as the wheels are turned. 2 weeks ago I had a good front end shop (not Volvo only) replace the following: New Bilstein Comfort inserts, new Moog (TRW) lower ball joints, new German made strut mount bearings and new Volvo upper strut spring rubber seats. An alignment was performed after R&R. Both springs now ratchet (shake) as the wheel is turned. As the wheel is rotated the tension builds up and then releases. I'm told it feels the same as if the bearings were bad. I supplied the parts so I know both bearings can't be bad. Can the bearings be installed upside down? Or can the mounts be installed 180 degrees out (front is now facing rear?). Do we need to check the thread space issue (add washer or washers to take up slack) I understand the Bilstein HD's need some sort of additional part or spacer, but these are the Bilstein Comforts. The shop is willing to take the thing apart again, but I'd like to point them in the right direction before we go to round 3. Any hints as to what could cause this problem? The front end shop does a lot of exotic stuff including Ferraris, Jags, MB and currently has a military Humvee they are working on. It's a strange looking bearing, I never took it out of the package. Can't see the bearings. Thank you in advance.
