fuel pump? relay? how do i know!!!! 200 1981

Im not sure, well yes i am, someone has gone thru this before: car starts, stumbles, dies and wont start again. ok great way to be late for work. lets figure it out! I've narrowed it down to: there is no fuel getting to the filter
and when i put the car in the on switch i dont hear the fuel pump. i want to know how i can tell if its the relay with out spending all my money on a new fuel pump and still not goin anywhere. thanks a bundle. oh, and also, if its not the relay, how do i tell if its the intank fuel pump or the inline one?
