Does CIS exist on all k-jet cars? 200 1981

I have been installing the new wiring harness from Dave Barton, and ran into a problem. The harness has provision for a throttle switch connection and for the idle air controller. However, the car has no such components available. I looked in the passenger side kick panel and found the lambda computer, but there was no CIS module mounted anywhere close by. This leads me to think that either some k-jet (non-turbo) cars did not have CIS, or that the entire CIS apparatus was removed by a PO. Which is correct? If it needs CIS, what all would I need to source from a yard?

Sorry for the long post, but this is frustrating and stalling progress.
